Pollarding is used to keep a tree/shrub at a certain height and to reduce overgrowth. This is usually done annually to ensure that the plant doesn't  grow too big.

This can be a very tricky job for anyone that isn't trained in this field some trees are very overgrown and branches can be overgrown and heavy. This requires precision cuts to make sure all branches are trimmed in the safest way possible.
